PM DCGS-A
A long-standing Millennium client and widely considered the number one priority program in the U.S. Army, the Distributed Common Ground Station - Army (DCGS-A) holds the critical role of providing Warfighter and Coalition forces with the vital Information Dominance they need on today’s battlefield. Failure to deliver timely and accurate intelligence when – and where – the US army needs it most could mean the difference between campaign success and failure and Millennium takes our partnership with DCGS-A very seriously. Our expert team of licensed consultants advises and assists senior leadership and other DCGS-A stakeholders in their key objective of developing tactical and strategic plans to meet Life Cycle mission functions. Millennium has worked side-by-side with DCGS-A staff to develop policy and strategy. We have been vital in implementing a program management and system engineering structure that provides effective solutions that facilitate daily operations. Partnering with Millennium has allowed DCGS-A to harmonize processes across multi agencies with conflicting interests through the definition of strategic goals and milestones and the development of realistic and measurable productivity and risk management techniques. We stand by DCGS-A conducting ongoing milestone reviews to ensure successful completion of current project phases and the provision of exit criteria when needed. Millennium has also produced key project core documents, including cost analysis and estimating, budget analysis, program/budget scheduling and planning, and program & budget documentation.
PM CLOSE COMBAT SYSTEMS (PM CCS)
Project Manager Close Combat Systems (PM CCS) is committed to ensuring that US Soldiers have the freedom they need to move on the battlefield by developing, fielding, and supporting highly sophisticated, technologically advanced products, such as Demolitions, Networked Munitions and IED Defeat Equipment. Millennium provides unbroken support and continued guidance in program and life cycle management that enables PM CCS to manage over 200 separate programs, many of which actively support Warfighters in Iraq and Afghanistan. Millennium plays a vital role in ensuring PM CCS achieves their mission of increasing mobility and counter-mobility to the full spectrum of Army forces. Through the application of intelligent strategic planning and implementation of integrated master schedules and program and transition support, PM CCS qualifies updated ammunition designs and production technologies while maintaining timely munitions delivery to multi-service customers. Millennium currently provides program management, documentation, logistics and engineering management that include logistics fielding and support, program planning and scheduling (IMS), program milestone planning, Work Breakdown Structure (WBS), Earned Value Management System (EVMS), Configuration Management (CM), Budget/Cost support, Planning, Programming, Budgeting, and Execution (PPBE) support, and system engineering.
I2WD, RESEARCH LAB
Millennium was awarded the Department of Defense (DOD) prime contract in 2007 to lead the various Quick Reaction initiatives at the Signals Intelligence (SIGINT) and Quick Reaction Capabilities (QRC) Division of Intelligence and Information Warfare Directorate (I2WD). The ability to export relevant information rapidly and effectively is at the core of I2WD’s war-fighting paradigm. Millennium is proud to be at the forefront of evolving multiple sensor fusion systems that enable major advances in target detection and tracking, surveillance and reconnaissance, and battlefield awareness for many I2WD applications, including precision strike, command and control, air and missile defense, and counter terrorism. Our expert team supports I2WD in developing and integrating their Quick Reaction Capabilities (QRC) through the provision of industry leading acquisition management and system engineering solutions. By meticulously transitioning and integrating state-of-the-art software and hardware products, I2WD is able to rapidly field to Warfighter forces. Millennium delivers flexible, world class support adapted to the unique demands of this critical institution, and have tailored failsafe and award-winning program strategies, risk identification, analysis, and mitigation on current and future platforms involving all system components. Millennium has also provided I2WD with design of a software fusion package and key configuration management, document control, and a prototype for testing for rapid acquisition.
FARM SERVICES AGENCY
The Farm Services Agency (FSA) is responsible for the execution of agricultural programs nationwide. Their diverse and sustainable projects include the establishment of allotment and yields, commodity price support loans and payments, disaster payments for commodities, and other farm disaster assistance. FSA hired Millennium to lead in the development of a Program Management office responsible for implementing an Earned Value Management System in support of more than 2,346 state and county distributors of FSA programs in the 48 continental states, Hawaii and Puerto Rico. Headquartered in Washington DC, but with local authorities operating across the country, FSA needed to incorporate a program management solution and support that would ensure the correct supervision of members and programs nationwide. Operating within official regulations designed to carry out Federal laws, they required a solution that would fully comply with government regulations. Millennium offered FSA continued training and support that enabled them to harmonize their multiple member programs, meet established performance objectives, and ensure predictable cost for scheduled tasks. By applying some of the most sophisticated tools available, we implement industry-leading Earned Value Management techniques that enabled FSA to monitor program performance from start to finish. Our extensive experience in budget management has played a pivotal role in the success of FSA’s programs.
PEO AVIATION
The Program Executive Office (PEO) for Aviation is the Army's manager for the Apache, Cargo, and Utility Helicopters, Unmanned Aircraft System, Armed Scout Helicopter, and Aviation Systems programs. All six programs are led by combat veteran PMs, who delegate supplies to Warfighter forces, with the help of our skilful consultants and technicians on hand to facilitate program effectiveness. With over 3 million hours flown in Operation Iraqi Freedom and Operation Enduring Freedom since 2003, it is vital that PEO performs with a rock solid IT infrastructure at its base. Millennium expertly applies the latest in Lean Six Sigma processes to actively enhance the efficiency of PEO programs. By meticulously identifying and correcting their system flaws we have actively enabled PEO to work faster and leaner with a decreased margin of error. Unequivocally focused on saving time and cost for this vital organization, our skilled Master Black Belts have actively helped PEO meet targets and accelerate their supply chain, delivering a staggering 1,144 helicopters to the field in 2008. From the speedier delivery of Aircraft Survivability Equipment to the resourcing of Army UAS requirements, Millennium works alongside PEO personnel to achieve their goals in of Army aviation.
SPACE AND MISSILE DEFENSE COMMAND
The US Army Space and Missile Defense Command (USASMDC) conducts space and missile defense operations and provides planning, integration, control and coordination of Army forces and capabilities that support the U.S. Strategic Command missions. Providing the SMDC with the very best in Lean Six Sigma Training is an area in which we excel. To ensure that this client provides relevant, timely capabilities to the Warfighter and sustains close, collaborative relationships across the Space and Missile Defense community, the Millennium team worked to transfer a collective set of Lean Six Sigma principles, tools, and application methodologies. Our black belt consultants provided SMDC with substantial Lean Six Sigma training material at the Yellow, Green, and Black Belt levels and continued to offer an expansive range of training, from highly complex “Trainer the Trainer” programs to simple refresher courses, or one-time modules designed to meet a specific training need. As part of our support to SMDC, Millennium developed specific training materials tailored to their individual requirements that would support Green Belt candidates as well as ad hoc team members. Topics included Supplier Input Process Output Customer (SIPOC), Stakeholder Analysis, and Quality Function Deployment (QFD).
NAVAL SUPPLY COMMAND/NAVAL FACILITY COMMAND
The Naval Supply Systems Command’s (NAVSUP) primary mission is to provide the Navy with quality supplies and services. NAVSUP employs a worldwide workforce of more than 25,500 military and civilian personnel and oversees logistics ordnance, contracting, resale, fuel, transportation, and security assistance. Their varying programs and global reach make choosing the right management solutions partner absolutely vital. Millennium has worked closely with NAVSUP to implement Lean Six Sigma as a sophisticated and efficient tool for solving their supply chain problems and driving excellence throughout the organization. Our qualified Lean Six Sigma black belts provided comprehensive and extensive training, from executive level and master black belt to yellow belt, introductory courses for NAVSUP employees in different rankings across the organization. Among the multiple benefits received by NAVSUP with the installation of Lean Six Sigma are major system improvements, cost savings and error reduction and the acceleration of their supply chain processes, ensuring timely provisions where they are needed most.
PEO STRI, SIMULATION, TRAINING AND INSTRUMENTATION
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) mission is to provide Simulation, Training and Testing Capabilities for the Nation's Security. A true center of excellence, PEO STRI continually ensures their capabilities meet the challenging needs of Integrated Training and T&E Environments. Millennium assists PEO STRI to promote and sustain excellence by safeguarding this vital client’s cyber security. Our expert team of CISSP/CEH professionals has established and maintained an active presence within the DoD cyber security community. We have helped to develop and mature a segment of the U.S. Army’s offensive CNO capability by providing realistic threat representation. This is achieved through the use of properly trained teams and certified professionals skilled at executing a wide spectrum of threat capabilities, including Computer Network Attack. (CNA) and Computer Network Exploitation (CNE). No ordinary Red Team, our experienced and highly capable professionals have provided a wide array of threat CNO representations against a broad spectrum of U.S. operating systems, including networks, protocols, computer components, proprietary, open and owned standards, COTS and GOTS resources, and languages. Our proven CNA/CNE capability is accomplished by applying a variety of open source tools, doctrine, and techniques to provide a comprehensive solution for PEO STRI’s security threats. We have proven experience in the deployment of exploitation tools and tactics directly associated with known DoD technologies.
TRI-CARE
Enhanced by a civilian network of providers and facilities, TRI-CARE is a health care plan that primarily serves active and retired military personnel. TRI-CARE delivers quality medical care to the uniformed services, National Guard and Reserve, retired military, and their families worldwide. In their quest of being regarded as a world class medical care provider, Millennium assists TRI-CARE in fostering, protecting, sustaining, and restoring health, by providing information assurance services that protect their highly sensitive and confidential information. We deliver outstanding support in all phases of the Defense Information Assurance Certification and Accreditation Process (DIACAP), including the assessment of the security posture for varied operating systems, database and web technologies, and networks covered by the Defense Information Systems Agency’s (DISA), Field Security Operations (FSO), Security Technical Information Guides (STIG), and Security Readiness Review (SRR) Checklist publications. The Millennium team played a major role in the DIACAP certification effort of Express Scripts Incorporated (ESI), a major health provider that performs outsourced prescription drug work for the Department of Defense (DoD) Military Health System’s (MHS) TRICARE Management Activity (TMA). Our highly skilled personnel assisted in the planning, scheduling, interpretation, and resolution of security vulnerabilities across 27 different operating system, database, web, and network technologies that form part of the ESI/TMA accreditation boundary. We were also responsible for the use and interpretation of the technical certification tools and requirements involved in the DIACAP process.
SEC
The Software Engineering Center (SEC) is recognized as a lead provider for coordinating the life cycle management for the Army as well as other branches of the Department of Defense (DoD). SEC is part of the Army Materiel Command (AMC) CECOM Life Cycle Management Command (CECOM LCMC). Among their many responsibilities, the Software Engineering Center (SEC) produces and releases new software and software upgrades to improve the operation of current systems, and provides quick fixes to existing software. The SEC also helps other organizations acquire custom software products, as well as keeping it up and running . . . wherever it is being used. Millennium has worked side-by-side with the Intelligence Fusion Division (IFSD) of the SEC to develop policy, strategy, program management and system engineering, providing effective solutions that facilitate their daily operations. Partnering with Millennium has allowed IFSD to harmonize processes across multi agencies with conflicting interests through the definition of strategic goals and milestones and the development of realistic and measurable productivity and risk management techniques.
SBI NET
Created in 2006 by the Secure Border Initiative (SBI), SBInet is a program to secure the northern and southern land borders of the United States. The Department of Homeland Security (DHS) wanted to produce a solution for a new integrated system of personnel, infrastructure, technology, and rapid response to border security. Protecting and monitoring our borders requires the meticulous management of a wealth of information. At Millennium, we provide SBInet Acquisition Division with a service that not only maximizes the administration of contract generation and streamlines workload processes, but also allows compliance with Government regulations. Millennium provides support to SBInet across all aspects of acquisition contract planning, developing, revising, coordinating, award, contract administration, managing, cost and price analysis, evaluation, and financial management. We are also on hand with functional support ensuring each work product is complete and providing analytical tools and techniques. Our acquisition professionals are responsible for mentoring and engaging government personnel in an open, free exchange of ideas that challenges the status quo and ensures full consideration is given to competing options and ideas. We further assist SPInet in their overarching acquisition strategy, based on the requirements and market analysis involved in acquiring needed products and services.
Transportation Security Administration (TSA)
The Transportation Security Administration (TSA) works day and night to protect the Nation’s transportation systems and ensure freedom of movement for people and commerce. Comprised of more than 50,000 security officers, inspectors, directors, air marshals and managers, the TSA’s mission is to ensure safe transit for all through inspections, checkpoints and patrols. Millennium works closely with the TSA by supporting a wide variety of activities related to acquisition and procurement for the Office of Acquisition Team, part of Office of Security Technology (OST). We provide assistance in the development of contract requirements, acquisition plans and strategies. Our experienced consultants advise on pre-award acquisition strategies and negotiations, and post-award contract administration matters. Millennium also works alongside TSA to monitor contract compliance including but not limited to, periods of performance and contract deliverables. Our support service to the contracting officer is versatile and sophisticated, including passenger screening equipment, baggage screening and cargo contracts.
Veterans Affairs
The National Center for Veterans Analysis and Statistics (NCVAS) supports planning, analysis, and decision-making activities through the collection, validation, analysis, and dissemination of key statistics on Veteran population and VA programs. VA health care facilities provide a broad spectrum of medical, surgical, and rehabilitative care. The VA health care system has grown from 54 hospitals in 1930, to include 171 medical centers; more than 350 outpatient, community, and outreach clinics; 126 nursing home care units; and 35 domiciliaries. The Vocational Rehabilitation and Employment (VR&E) contracted Millennium Corporation and their partner New Editions Consulting, Inc., to complete a work measurement study to determine how much of what type of work is done, and how long it takes VR&E staff to perform their job tasks. The results of this study will provide a snapshot of current activities being performed, and the time required to complete each specific activity. The results will form the basis for recommendation, analysis, and program improvement. VR&E may also use the results to gather analysis trends, determine appropriate staffing-to-veteran ratios, staffing configurations, and regional office resources.
